Holder’s request comes in the wake of recent shootings at [Fort Hood](http://time.com/56427/obama-memorial-fort-hood-shooting/) in Texas and a Jewish Community Center in [Kansas](http://time.com/61954/kansas-city-shooting-hate-crime/) amid a growing sense that mass shootings are on the rise in the United States. Three people were killed in each shooting.
